Planning Background
Hybrid planning permission was granted in 2025 (ref. 22/0226/EIA) for a residential-led, mixed-use development east of Kidderminster. The permission granted full approval for Phase 1 (395 homes) and outline approval for the remaining phases, allowing up to 1,055 homes. In total, the hybrid application provides for up to 1,450 homes across the entire site.
The outline consent establishes:
- The principle of development;
- The site boundary and broad layout;
- Access and movement;
- Building heights; and
- Green infrastructure.
The outline permission allows for:
- Up to 1,055 homes across all phases;
- A two-form entry primary school;
- Community and health facilities;
- Retail provision; and
- Public open space and green infrastructure.
The school, community hub, self-build plots and certain strategic open space areas lie outside Phase 2 and will be delivered in later phases under separate Reserved Matters approvals.
